Research On Building And Developing PPP Mode Within China’s Medical Field

At the end of July 2013,the State Council Executive Meeting gave an in-depth analysis of how to encourage government to purchase public services from social forces.The convening of this conference was a breakthrough for social capital to enter into public service sector.At the end of 2013,the Ministry of Finance began to vigorously promote the Public-Private Partnership(PPP)model nationwide,and pointed out that "the promotion of PPP model will be an important task in 2015".The 13 th Five-Year Plan clearly states that within the medical field,the PPP model not only can increase the quantity and improve the quality of medical services and products,but also can effectively regulate the contradiction between medical demand and medical supply.However,at present,China’s medical PPP model was just in the initial stage,therefore,for one thing,there were not so many mature experiences to follow as advanced countries,for another,PPP model was lack of stable law support.Under this background,the main framework of my thesis is as follows: The background of PPP model in medical field will be discussed in the first part,including the connotation of PPP model,the conception of medical service and the characteristics it owns.And in the second part,the theoretical framework of incentive mechanism,risk mechanism and supervision mechanism of medical PPP model will be analyzed here.Then,it introduces the development condition of medical PPP model in China,mainly analyzes the policies published lately and also analyzes the specific Mentougou Hospital reform project in Beijing,including the concrete process of adopting PPP mode.According to the concrete example,it summarizes the problems medical PPP model faced.Next,it explores UK’s PPP practice in the medical field.Finally,it will discuss the construction and development of PPP model in China’s medical field,and also put forward the corresponding policy suggestions.
