Research On Excessive Medical Problems Of Ethical Countermeasure

In the key period of comprehensive deepening reform in our country,the reform of medical system is also steadily advancing,of course,there are still some outstanding contradictions and problems in the process of reform,including excessive medical problems.Duzhizheng believes that " excessive medical care is relative to moderate medical care,which is caused by a variety of reasons than the actual needs of diagnosis and treatment of medical behavior or medical procedures." these reasons include the ethical reasons related to medical personnel,medical institutions,medical system,medical environment,medical needs and so on.The existence of excessive medical problems,damaged the image of medical personnel,destroyed the equitable distribution of medical resources,violated the rights and interests of patients and family,exacerbated the contradiction between doctors and patients,caused the irrational waste of medical resources,affected the healthy development of medical and health care in China.With regard to excessive medical care,scholars have studied from the perspective of law,economics,sociology,ethics,management science and medicine,and put forward some views on the definition,characteristics,harm and causes of excessive medical care.Through studying the existing research results of excessive medical care,this paper finds that the generation of excessive medical problems has its ethical root.Therefore,it is necessary to study the excessive medical care from the perspective of ethics,to analyze the profound causes of excessive medical care from the perspective of ethics,and to provide countermeasures for the prevention and improvement of excessive medical care based on the theory of ethics.This paper is divided into four parts,the first part is the introduction of the research,on the research results of excessive medical problems at home and abroad,and the background,significance,purpose,methods and innovation of the study.The second part summarizes the problem of excessive medical treatment,lists the definition of " excessive medical care" at home and abroad,gives the opinion of this article,enumerates the excessive medical manifestations in the process of inspection,medication,operation,and analyzes the typical characteristics of excessive medical care,such as concealment,diversity,bad and so on.this paper expounds that excessive medical treatment leads to the intensification of doctor-patient conflict,the decline of medical credibility,and the waste of medical resources.The third part analyzes the ethical root of excessive medical problems,that is,lack of professional ethics,lack of social responsibility of medical institutions,lack of implementation of medical supervision system,unfair distribution of medical resources,and excessive consumption of medical resources.The fourth part puts forward the countermeasures to prevent and improve the excessive medical problems,that is to strengthen the moral quality of medical personnel,improve the service concept of medical personnel,strengthen the moral evaluation of medical personnel and strengthen the medical ethics education of medical personnel;To improve the social public welfare responsibility of medical institutions,improve the efficiency of public welfare utilization of medical insurance funds,strengthen the evaluation and management of social public responsibility of medical institutions,and strengthen the management of the responsibility of medical insurance fund managers;Improve the mechanism of medical supervision,clarify the main body of medical supervision,standardize the medical supervision system,and implement the medical supervision responsibility;Equitable distribution of medical resources,increase the investment in public hospitals,give full play to the functional advantages of hierarchical diagnosis and treatment,promote the network of medical insurance funds;Strengthen the patient’s coordinated education guidance,strengthen the rational education of patient’s medical knowledge,view of disease and rational use of medical resources.
