Implementation Of The Drug After Zero Rate At The County Level Public Hospital Compensation Research

In recent years,the country’s fiscal investment on health development is less,on medical service pricing,still the price is lower than the actual cost of execution,in such a background,the public hospital existing fiscal subsidies,medicine,health service charge income in three ways,"drug addition" become the main income of hospital in order to channel,the hospital public welfare in weakening continuously,difficulty and high cost of"see a doctor" has become the focus of public opinion and improve people’s livelihood.In May 2014,Nanjing government of the city within the scope of the secondary public hospital medicine price reform,fully implementing "drugs zero rate" reform,reducing hospital drug income items,in order to solve ordinary "difficulty and high cost of the doctor" problem.the statistics of hospitals in the six months respectively before and after the reform of drug income,medicine proportion,time per capita medical expenses and other key data,using the method of comparison,the data before and after the reform of detailed analysis and comparison,the implementation of the pure medicine zero sales rate has not fundamentally solve the problem of common people "to see a doctor expensive",or even cause the excessive,examination and the difficulty of hospital operation,a lot of negative problems,its reason is largely due to the implementation of drug after zero rate,the related compensation mechanism is not perfect and in place,led to the lack of public welfare of public hospitals.The author believes that only we straighten out medical service price,compensation mechanism reform of public hospital,gradually increase the public hospital investment,can truly solve the problem of common people "expensive".In brief,in promoting the zero rate of sales,cancel the drug addition the reform at the same time,also focus on the government financial input and hospital compensation mechanism is in place that a problem,because that’s the key to guarantee public welfare of public hospitals,also is the key to success for medical and health system reform.Meanwhile,In this paper,the county public hospital compensation mechanism and compensation mode put forward six aspects and advice,for the government to further improve the county level public hospital medicine price comprehensive reform and policy decision-making to provide some constructive Suggestions.
