Study On Resource Allocation Of Comminity Health Service Centres In Shenzhen

Shenzhen is a young immigrant city which sustains important missions as a piloting and demonstration zone in terms of institutional innovation,reform and opening-up as well as market economy.Shenzhen has reaped positive results in experimenting in national health care reform and has made fruitful trials and reforms in many areas in this respect.At present,such phenomenon as citizens have limited access to public hospitals,major hospitals and three-A hospitals still run prevalent,and citizens even find it harder to get registered for medical services in statutory holidays.As a matter of fact,failure to establish and introduce community health service centers as prioritized venues for doctor-visiting is the primary cause for the overpopulation in public hospitals.Starting from the perspectives such as medical service mechanism,community health centre modes,versatile doctors,this thesis has done a thorough analysis of public health service.The author got to know that community health centre is an important constituting part of basic public health service,and it is a long-term while arduous task concerning the people’s livelihood of our country.According to the development of community health centres from 2010 to 2016 in Shenzhen,this thesis has gained an understanding of the current service provided,needs,reform of the medical resources in the community health centres,therefore,this thesis has done a detailed analysis and description of policies,financial resources,talent pools,equipment resources of the community health centres,making the mass of people and society know better about the construction,resources allocation,diagnosis and treatment of certain diseases in these community health centres.By getting to know the current situation,this thesis expands its ideas and analysis.From the angel of policies,there exists such problems as unsound supporting policies and measures,incomplete systems in dual transference of treatment and supervision-not-in-place in community health centres.From financial input into community health centres,there are problems such as inadequate supply of houses,incomplete coverage in medical insurance,inefficient capital raising and compensation mechanism,imperfect performance assessment system.From talent supply,there are problems such as inadequate number of doctors and nurses,inadequate supply of high-level talents,unsmooth implementation of doctors’ treatment in more than one hospitals,lack of talents in family doctors’ team.Lastly,from the angel of medical equipment,there exists problems such as insufficient equipment,lack of medicines.All these problems attribute to the main cause of the failure to shoulder the responsibility of basic medical services for those community health centres.Lastly,this thesis has done an in-depth research into policy and regulation allocation,financial input,talent cultivation and equipment updating.From policy and regulation allocation,the thesis proposed a rational and well-positioned level-to-level treatment and diagnosis service and we should strengthen services at the grass-root level,perfect medical assessment and appraisal system,comprehensively promote construction of family doctors’ team and vigorously develop doctors’ groups.From financial input,we should make it a permanent item as yearly health capital input,make efforts to consolidate grass-root health service construction,give full play to controlling and supervision effect of medical insurances and help widening price gaps among different levels of public institutions.From talents allocation,we should gradually remove doctors’ identities as unregistered,start up personnel mechanism reform,strengthen the construction of doctors and nurses team in community health centres,establish Shenzhen-based medical universities in order to create virtuous circle.At the same time,we should establish scientific salary system for public medical service providers and utilizing the trend of multiple spots treatment for doctors.We should activate mobilization of talents.From medical equipment,we should make strenuous effort to help pharmacies to become more socialized and community health centres more standardized,and build up information platforms for dual transference of treatment in order to make information-sharing possible.By doing so,we can utilise these resources to attract more patients to seek for treatment in community health centres,making contributions to creating a good environment for more patients to get treated in grass-root level medical service organisations.
