An Empirical Research On The Dilemma Of Medical Security Rights Of Elderly Immigrants

In the context of basic coverage of universal health insurance,the goal of basic health care for all has been initially reached.However,as the trend of family migration is increasing,the total population of the elderly immigrants becomes more and more.Suzhou is the second largest immigrant city in China.Since the Industrial Park with Sino-Singapore government cooperation has been established,it absorbs many high-level talents from the country and overseas many elderly immigrants are also followed to help their children take care of the third generation or have a better life.The elderly move like a "pendulum" between their hometown and the place of residence.Because of the migration and mobility,their medical security rights are lack of carrying capacity and cannot fully be realized with people.How to turn off-site security rights into real medical security is an urgent problem.This article focuses on elderly immigrants and is based on L community in Suzhou Industrial Park.It classified different types of elderly immigrants on household registration,geographical and health insurance.It combs the status of the realization of their medical security rights in terms of whole process of medical treatment.Then the article comes to the dilemma of medical security rights of elderly immigrants: first,the eligibility of qualification is not fair and public services cannot be accessed;second,medical service is not fair and health services are not available;third,reimbursement is not fair and medical security policy comes to fragmentation.The article learns from European Union cross-border medical standardization project and Germany medical insurance system,plus some provinces and cities in China which have advanced experiences.The article puts forward some ways to realize medical security rights of elderly immigrants: gradually promote the cost of settlement and policy of inter-provincial co-ordination;establish an unified health insurance network information clearing platform;elderly immigrants play a dynamic role in new environment;establish hierarchical medical system to improve the convenience of treatment;management agencies update concept and improve service quality.
