Research On The Change Of County-level Public Hospital Operation Efficiency In Chenzhou City

objective Under the push of series of the state policies,the county-level public hospitals has witnessed significant changes in the scale mass and service ability of hospitals.It is necessary to know about the changes in the operation efficiency of county-level public hospitals.Through the analysis on the operation efficiency and change status of the county-level public hospitals in Chenzhou City,this text summarized the characteristics of the efficiency changes in the county-level public hospitals and the insufficiencies,providing reference for the construction and development of the county-level hospitals,and providing reference for the health and administrative departments for appropriate allocation of health resources and the regulation of health development plans.Method With the specific efficiency analysis method,it carried out researches on the change status of the hospital beds occupancy efficiency,the average working efficiency and the total assets return rate indexes of the county-level hospitals,and made comparisons between the town-level hospital and the municipal third-level hospitals.It,with the Data Envelope Analysis,performed analysis on the change status of the overall operation efficiency of the county-level hospitals.Results The county-level public hospitals are with an improved efficiency: the hospital beds working efficiency of the county-level public hospitals is improved,the doctors’ working efficiency is improved,and their medical skills are improved,too.The insufficiencies in the operation efficiency of county-level public hospitals: the return of scale change is not ideal.The hospitals with an increasing return of scale are decreasing.The hospitals with a decreasing return of scale are increasing.The comprehensive hospitals and the TCM hospitals are with an unbalanced development,and the medical skills and management level of the county-level hospitals are generally more advanced than the TCM hospitals of the same level.The comparative advantages in the improvement in the hospital beds working efficiency and the doctors’ working efficiency is not obvious.The total assets return rates are not high and the debt rates are high.Conclusions The county-level hospitals should further their inherent quality construction,improving their capacities,adjusting themselves to the hierarchical diagnosis and treatment system,improving the abilities in diagnosing and treating the commonly-occurrence diseases and chronic diseases,improving the emergencies-handling abilities and enhancing the disciplinary construction and talents team construction.The county-level hospitals should do the refined management well,lower the operation costs and establish effective hospital financial risks management system,improving the capital application efficiency.They should improve their management and make appropriate adjustment to the scale,improving the operation efficiency to the maximum extent.The county-level TCM hospitals should pay attention on the improvement in the medical skills and management level,make the TCM characteristics outstanding and narrow the gap with the comprehensive hospitals.The government should increase the investment to the county-level hospitals,card the financial investment system as soon as possible and make appropriate compensation to the public hospitals to lower the debts of the county-level hospitals.
