Doctors are the main force in the reform of the medical and health system,leading the medical service.Not only can scientific and reasonable salary system provide basic economic security,but also reflect the value of the doctor’s technical labor service,mobilize their work enthusiasm,and concentrate on medical technology for better medical services.The biggest characteristic of the medical profession is to directly face the life and health of the people.The specificity is long training cycle,difficult technology,big psychological pressure,big occupational risk and high responsibility to bear.This makes doctors a special and complicated profession,among which the primary doctors are especially important and the gatekeepers for the health and safety of the people.The doctor of compensation should be in a relatively high level.Compared with other countries,it is difficult to balance the input and output of doctor in our country.Because salary level is not high and grassroots doctors pay levels is in low status,salary system can’t adapt to the characteristics of the medical industry.In this paper,we narrow the research scope and focus on the salary system of primary doctors.By sampling survey of Jiang Su grassroots doctors’ income and pay satisfaction and using statistical methods to analyze the influence factors of pay satisfaction,sums up the problems existing in the grassroots doctors pay system.In order to make grass-roots doctor compensation system better adapt to the characteristics of the medical industry,we put forward the basic principles and basic pay structure and focus on optimal design at the grass-roots level performance pay and non-material compensation design,based on the theory of 3PM compensation model.When designing the salary of primary doctors,the basic doctors should be evaluated by using the element method,and the weight of the evaluation elements should be determined by the analytic hierarchy process.Based on the principle of balanced scorecard,the performance evaluation index is determined based on the principle of balanced scorecard.Finally,some Suggestions are put forward for the non-material compensation of the basic doctors.
