Nowadays, the importance of chemical warehousing safety is valued owing to the high frequency of the chemical accidents. Almost of chemical accidents occurred in the chemical warehouse as the result of the improper operation of the chemical storage. To make a safety living and working environment, it’s essential to make some principles to restrict and guide the chemical warehousing process. This paper is a report on E-C translation of Guidelines for Safe Warehousing of Chemicals(Excerpts), it described the chemical storage environment in detail and provided a lot of useful information of chemical storage safety. In a science and technology text translation, how to translate passive sentences and deal with difficulties in translations naturally is deserved discussion, this paper explained the translation strategies of the translation of foreign science and technology text under Nida’s functional equivalence theory. Nida’s functional equivalence stressed on the equivalence of the sentence meaning and target readers’ adoption. It emphasized the sentence meaning but not the sentence form. Under the guidance of the functional equivalence, the passive sentence in foreign science and technology text should be translated into Chinese with the structure adjusted, and the long and difficult sentences in foreign text should be translated into Chinese accessibly and easy to understand. Also, the passive sentence in foreign text could be translated into a no-subject sentence in Chinese so the target readers can accept it easily. Functional equivalence theory makes the E-C translation more practical than format limited, and stresses achieving the closest natural equivalent to the source text. Generally speaking, to make a translation naturally,accessibly and meaningfully, we should know the source text well and make a translation guided by a proper translation theory.
