Before 1930, samba was faced with such development dilemma that it wasn't attributing to any state, short of clear racial nature and lack the powerful support of upper class. After 1930, in order to construct national identity and Brazil national consciousness, the Vargas government implemented a series of cultural initiatives, including the use of music to spread political ideology. Under such political and cultural background, the Vargas government began to energetically support Samba. The concrete measures included officially sponsored carnival Festival and samba schools, D.I.P's specification of samba lyrics and audit, founding radio programs to popularize samba music and sponsoring Carmen Miranda going to the US to spread samba. Thees measures had promoted the sustainable development of samba, and also promoted the formation of Brazil national spirit. Samba, in the official support of the Vargas administration, gradually condensed into one of Brazil's most representative national arts.
