Liaohe river has two sources,east and west,Liu He is a tributary of its west river basin,which is an important source of sediment of Liaohe river.In the late Qing dynasty,the Liu He flooding often occurred,the official began to control it,but only a small scope of dredging the river and building small dams,the current is slightly larger and easy to destroy.With the development of The Northeast,the government strength and the rise of Gentry class,began to carry out a larger investigation and fix dike work.Subsequently,the folk power gradually rose,began to build their own water conservancy facilities throughout the river basin.The folk for the water control set up special institutions for management,the provisions of general rules,division and responsibilities,financing,etc.Civil autonomy played an important role in water conservancy construction after the period of the Republic of China,and even became dominant force over time.This paper mainly discusses the flood control of Liu He in late Qing dynasty and early Republic of China from the following parts:The first part,the basic general situation of Liu He,river changes and flood frequency specific description.Subsequently,because of the frequent floods in the calendar year,the devastating impact of the floods on society and people was analysed.The second part introduces the thinking and related practice of " peidi" in the late Qing dynasty,analyzes the limitation of official governance and the development of folk autonomous governance in the late Qing dynasty and early Republic of China,points out that the governance subjects began to turn from the official to the folk.Then,the paper introduces the water conservancy disputes arising in the governance and construction in the late Qing dynasty and early Republic of China.The third part,analyzes and summarizes the characteristics of modern Liu He governance,and evaluates the governance.With the gradual weakening of government functions in the late Qing dynasty and early Republic of China,with the rise of the folk power,the folk began to actively carry out water conservancy construction,and the government participated in the approval and technical support.In the repeatedremediation,although the governance has achieved some effect,but still unable to change the characteristics of its frequent flooding,the analysis of its governance,the key to Liu He governance is sand control.
