The formulation of US government’s foreign policy is influenced by the combined effect of various factors.As a country of separation of three powers,the public opinion of the US is the essential factor that influences the US policy makers.This paper selected the historical period of 1933-1942 when the US government’s foreign policy to China had circuitous changes.Based on the relevant international relations theories,the paper tries to analyze the relationship between the US opinion on China and the change of the US government’s foreign policy to China during 1933-1942 with the help of the US major authoritative newspapers and public opinion poll and other methods.A series of important events as Marco Polo Bridge Incident on July 7,1937,Japan signing the military alliance treaty with German and Italy on September 27,1940,Japan attacking Pearl Harbor on December 7,1941 are taken as public opinion key points.The US foreign policy to China in this period is analyzed from three aspects of the US opinion on China,the US policy to China and interaction between public opinion and governments.The paper focuses on analyzing attitude of the American people to China after these events:the American people changed from keeping out of the affair,to offering moral support and showing sympathy,to actively participating in,and even organizing American military aid to China,and finally supporting China accepted by the public.At the same time,it also sorts out the changes in US policy toward China:the process that starts from negative waiting to limited intervention and then achieves the comprehensive supporting to China.Finally,the interaction between public opinion and government is analyzed by some memoirs,press conferences,"fireside chat" and other related historical data.During this period,the US policy toward China and the attitude of public opinion was basically consistent,which was not a coincidence,but the result from the competition between public opinion and the government.
