This translation report is based on the translation practice of translating the book of The Police Power,Public Policy and Constitutional Rights.Parts IV and V of the book is mainly concerned with the public welfare.Rapid economic development entails great changes in people’s life as well as their political liberty.To protect people’s political liberty,the public power must be restrained in public political life.Among the public powers,the police power aims to protect people and prevent crime,but there are still some problems in the enforcement of police right,such as the abuse of police power and lack of supervision.How to enforce the public right within the scope of the constitution is one of the most widely-discussed and significant issues.That is why the author of this report chose to translate the book of The Police Power,Public Policy and Constitutional Rights,to provide some practical reference for the law enforcement officers in China.From the past translation practice,the author believes that the successful translation is dependent on a clear-defined translation purpose and a comprehensive understanding of the original text,as well as the support of certain translation theory.Therefore,in this report,the author sought to conduct an analysis and understanding of the translated materials through the application of the Skopos theory.The Skopos theory provides feasible guidance not only for handling the translation purpose,but also for improving the coherence and fidelity of the translation.Throughout the translation,author found that the skopos rule is the most important content in the Skopos theory,which requires the translator to grasp the predicted purpose of the original legal text,and demands the target readers to make the translation more readable.For the translation of legal text,its basic purpose is to convey the same legal effect as the legal effect reflected in the original text.The coherence rule mainly solves the problems of syntactic transformation between two languages,the fidelity rule requires the translation to keep the style as original text and convey the message accurately on lexical level.With the guidance of Skopos theory,the report discusses the translation of terminology,the English long sentences and other problems encountered during the whole translation process.
