Research On The Development Policy Of Cultural And Creative Industries In Xuzhou Drum-tower Old Industrial Zone

City of the old industrial district made outstanding contributions to the establishment of China's independent and complete industrial system,but the backward production capacity,aging infrastructure,environmental pollution and other issues also appear in the long process of development,transformation and development needs.Xuzhou Drum-tower old industrial area has been included in one of the 21 old industrial parks in the old city of china.In order to promote the development of the cultural and creative industries in the old industrial areas,the Drum-tower district government has made a series of policies and achieved remarkable results.This paper is based on the "planning adjustment and transformation of old industrial bases in the country(2013-2022)","Ministry of culture" 13 th Five-Year "period of cultural reform and development plan" policy background,through case study method,field survey method,literature research method,combing the grass-roots government to promote the development of Drum-tower old industrial area of cultural and creative industries policy.Focus on the "strong culture" strategy,"four park four areas" planning,"double bidding quotation" policy implementation and effectiveness,analysis of the existing problems in the policies,such as investment and financing policies are not perfect,the lack of macro policy guidance,the development of the park cultural and creative talent introduction policy is not perfect.The use of new public management theory,public policy theory,summarizes the policy experience of Germany Ruhr,Sheffield United States of Pittsburgh Cultural Industry Park and the development of cultural and creative industries.Finally,put forward to further promote the cultural development of the old industrial district Drum-tower creative suggestions: one is the government to build a diversified investment and financing policy system,including the strengthening of financial funds to support and encourage social capital into the cultural and creative fields,the introduction of the Small and micro businesses support policies;two is the government introduced the development of Cultural Creative Industry Park macro guidance policy.Including the development of unified access standards,the establishment of the park park public service platform construction and management mechanism,a large park;three is the government to develop multi-channel talents introduction and training policy,including perfecting "Zhaocaiyinzhi" policy to attract top talent,attract talent,improve the management policy of recruiting civil servants issued "government enterprise" policy and training of talents.This paper draws the following conclusions: the national introduction of the cultural and creative industry development policy as transformation and development of old industrial areas according to local conditions,promote the development of the old industrial area of cultural and creative industries policy,key to the development of cultural and creative industries in old industrial areas is the government to build a sound policy system.The innovation of this paper is mainly the introduction of the transformation of the old industrial bases ten years planning in the context of the country,were included in the first national pilot city of Xuzhou Drum-tower old industrial district as a case study on the effect and problems of the development of cultural creative industry policy,and from the angle of management and put forward some policy suggestions to the local government how to better promote the Drum-tower old industrial area of the development of cultural creative industry,provide a reference for the government to further hope the introduction of the development of the old industrial area policy.
