A Study On The Reclamation And History Process Of Administrative Divisions Of Chakhar During The Republic Of China

During the late Qing period,the Qing government under the New Policies abolished the prohibition against trespass and cultivation and opened up for reclamation the pastures in in Chakhar.Chakhar banners and pastures turned into the times of upheaval,and the administrative district has been changed a lot.During the Republic of China,the central government inherited the policies of reclamation the pastures from Qing,taking the reclamation actions which are purposeful,organized,planned.Meanwhile,the government set up lots of Siyan-nu beledkel tobciya(She Zhi Ju),which is the bureau of preparatory Siyan to manage the Han-Chinese who penetrated into Chakhar.During the period of National Government and Mongolian Autonomous Nation which was supported by Japanese,the Bureaucratic pattern and administrative division have been reformed drastically,until the establishment of early time of the People’s Republic of China(1958).In this thesis,I try to do research on history process of the Administrative Divisions of Chakhar Banners and Pastures.The thesis is composed of three chapters as following:In the first chapter,talk about the establishment of the Chakhar Special Region,Policies of reclamation and cultivate of the Chakhar Banners and Pastures,establishment of the Chakhar Reclamation Bureau and new administrative units for Han-Chinese.In the second chapter,elaborate on the Chakhar banners and pastures were made subordinate to Chakhar Province.In the Chapter three,investigate on the during the different period of Mongolian Autonomous Nation,changes happened on the administrative divisions of Chakhar Banners and Pastures.
