As a major part of President Franklin D.Roosevelt’s New Deal,the Civilian Conservation Corps(hereinafter CCC)was designed to address the massive youth unemployment and the pressing environmental problems during the Great Depression in the United States.The CCC was established against a special historical background.In the long run,it is the result of a long-term development of resource protection thought as well as an outcome of influence from similar organizations at home and abroad.In the short term,it is the result of massive youth unemployment caused by the Great Depression and the environmental crisis.The national crisis brought about by the Great Depression prompted the Roosevelt administration to put forward the CCC program and impelled the Congress to pass the bill quickly,which both facilitated the establishment of the CCC.Due to the desperate circumstances,immediately after its establishment,the CCC started work on forest protection,soil protection,outdoor tourism and so on.Designed to support the unemployed people and to protect the natural resources,the CCC had a significant impact not only on economy and environmental protection,but also on the political,military and social development in the United States.The education and training activities conducted by the CCC had also brought many benefits to its members.On the other hand,the national crisis determined and even reduced the functions of the CCC,inclining itself to become an agency of succoring young people rather than protecting natural resources and environment.This not only retarded the ongoing development of the CCC but also brought it to an end.Over the course of its nine years in operation,the CCC had always been a temporary and mixed organization.Its operating system had no degree of independence,which prevented its continued development.Despite its remarkable accomplishment,the CCC finally ceased to exist in the United States.
