Rural Public Culture Construction Research Yanqi In Xinjiang Region

Since the reform and opening up,China’s cultural construction has developed rapidly,prosperity of culture has created a new situation in the field of socialism with Chinese characteristics.Public cultural service is a new field of cultural construction in china,and It is also an important issue in front of us.Since the 17 th CPC National congress,the party and government attach great importance to the development of rural public cultural undertakings,the rural public cultural service in China has made gratifying progress,the basic cultural needs and the growing desire to participate of the people are increasing,content rich,diverse forms of public cultural services are increasingly being enjoyed by the public,but the public cultural construction is lagging behind economic development,The spiritual and cultural life of farmers is relatively poor,can not meet the people in the spiritual and cultural life of the higher requirements.The construction of rural public culture and the overall construction of "the development of production,rich life,rural civilization,clean and tidy village,democratic management" of the new rural construction goals have still not suited to the expenditure.Therefore,at the party’s the sixth Plenary Session of the 17 th CPC Central Committee and The third Plenary Session of the 18 th CPC Central Committee to six plenary session put forward the call to the rural policy of benefit the people.To build socialism with Chinese characteristics as the lead,adhere to Scientific Outlook on Development requirements,carry forward the socialist core value system,To guide the construction of rural public culture with the theory of Marx’s cultural view.In recent years,Xinjiang Yanqi county has made a lot of efforts in the construction of rural public culture,the project of benefit to public results,strengthening the construction of rural public cultural position.But there are still some problems,such as insufficient funds,the supply of public culture and the dislocation of farmers,Serious shortage of talent team,System is not perfect and so on.thus,this paper is on the basis of previous scholars’ research,a case study of YanqiCounty,Xinjiang,analysis and discussion of rural public cultural construction.This article discusses from five parts.The first part introduces the purpose and significance of the research,domestic and foreign research review,And the specific methods of the research.The second part is the overview of the theory of rural public cultural construction,the definition of public culture,analysis the relationship between rural public culture,new rural construction and rural public cultural construction,then elaborated the importance of rural public cultural construction.The third part takes Xinjiang Yanqi county as an example,analyzes the achievements and problems in the construction of rural public culture.Analysis of the rural public cultural construction under financial constraints,System restriction,team construction constraints,ideological understanding is not in place,imperfect management mechanism and other reasons.The fourth part according to the reason analysis,puts forward some effective countermeasures for the construction of rural public culture.The fifth part is the summary of this thesis.
