Research On Relief Institute Of Wuxian In The Period Of Chinese Republic(1930-1937)

Charity career has a long history in China.Suzhou was the boom of the charity relief in the Qing dynasty.It set up lots of charities and did large mounts of good things.In the early period of Chinese Republic,charity careers continued to maintain in Suzhou.After the establishment of the Nanjing National Government,The ministry of the interior announced the "The Rules of the local poorhouse" in 1928.It required set up the poorhouse all over the country.the poorhouse of Wuxian was reorganized and integrated by a number of charitable aid agencies in Suzhou.It was the largest social security organization in Suzhou.The emergence of the poorhouse is related to the depressed social situation.At the same time,it showed the development of modern ideological manifestation of social security.As the government’s new social security institution,the poorhouse had showed a lot of progress,such as the more reasonable organizational structure、diversified funding sources、the establishment of a fund management committee in financial management and rich Relief content.So,the poorhouse had played a role in social security.However,the poorhouse also had many limitations in the social security function due to various reasons,such as the mismanagement、the few salvage number and the low level of salvage,making the poorhouse can not work well.
