Research On The Evaluation Of Technological Innovation Efficiency Of Chinese Cultural Manufacture Based On DEA Model

At present,the whole world economy is carrying on the transformation of new and old growth kinetic energy.A new round of industrial revolution are eager to have a try;Science and technology revolution have been put on the scene.The competition of countries and industries is also increasingly biased toward competition of science and technology.However,the development of science and technology must base on the technological innovation.In China,as a sunrise industry,the cultural industry has become one of the industries with a great development in the 21st century.The progress of technological innovation ability in cultural industries can promote the industrial upgrading and improve the rapid development of our national economy,and the advanced technological innovation can also play a important role in enhancing our national strength and international competitiveness.In the cultural industry,as a major part of the cultural industry,cultural manufacture produced the most researches and development activities and the strongest innovation and the highest added value of science and technology.The innovation ability of cultural manufacture basically determines the innovation ability of cultural industry.On May 7,2017,the Outline of the National Plan for Cultural Development Reform during the 13th Five-Year Plan,which jointly issued by the CPC Central Committee and the General Office of the State Council,explicitly proposed these contents that the support of cultural and technological should be strengthened so as to enhance the ability of innovation and creativity in cultural technological enterprises,and improve the manufacturing level of the core technology and equipment in cultural industries and related industries.Therefore,the improvement of technological innovation efficiency in cultural manufacture not only meets the national policies and enhances the ability of innovation and development of Chinese cultural industry,but also helps to promote the rapid development of cultural industry and to realize the culture Industry becoming the strategic target of the national economy pillar industry.In addition,the improvement of technological innovation efficiency in cultural manufacture which have a good effect on promoting the transformation and upgrading of China’s cultural industry and enhancing our cultural soft power.Based on DEA-BC2 model and DEA-Malmquist index model,this paper studies our country’s cultural manufacture in four regions and evaluates the efficiency of static and dynamic technological innovation in 16 subdivided industries of cultural manufacture from the perspectives of region and subdivision.We obtained the following conclusions through the empirical analysis of the results:(1)The technology innovation and development of cultural manufacture in the four major regional are not synchronized and the level of technological innovation efficiency is low;(2)In our country,there are significant differences in the efficiency of technological innovation among the 16 sub-sectors of cultural manufacture and cultural manufacture in various regions.(3)The resources invested of our cultural manufacture in the innovation are not properly allocated.(4)The rising trend of technological innovation efficiency in Chinese cultural manufacture is good,but there is still much room for improvement.According to the empirical results of this paper,we propose suggestions from the following four aspects:(1)The government should strengthen the macro-control over the culture manufacture.In other words,the government should strengthen the guidance and control over it.(2)We should promote the optimization of industrial structure and make innovation efficiency of regional and industry to develop balanced.(3)It is important for us to optimize the allocation of innovative resources and adjust the input proportion of technological innovation resources.It’s also the key to improve the utilization rate of all kinds of resources and the efficiency of technological transformation;(4)It is necessary to stick to the strategy of innovation-driven development and promote the construction of China’s government-industry-academic-research the technology cooperation mechanism.
