The Establishment Of Incorruptible Culture Construction Evaluation Indexes System In Universities Of Hunan Province And Empirical Research

Incorruptible culture construction evaluation in universities is an important link to promote the combination of incorruptible culture theory and practice in universities, but also an important part of the clean government building. Incorruptible culture construction evaluation in universities is aimed to accurately reflect the situation of the construction of universities' incorruptible culture, with description of shape, guidance, assessment and feedback function. How to build an incorruptible culture construction evaluation indexes system in Universities, which is to meet the needs of the construction of universities' incorruptible culture and to help understand the advantages and disadvantages of the construction process in order to optimize the whole construction, is the main task of this paper. This paper not only studying and using the incorruption culture research ideas and methods at home and abroad, but also reviewing and summarizing the basic theory of incorrupt government culture evaluation.This paper put forward the overall framework of incorruptible culture construction evaluation indexes system in universities. This paper defines the concept of the clean government culture,the incorruptible culture construction in universities and the incorruptible culture construction evaluation system in universities, describes and analysis the theory of incorruptible culture and organizational culture. It clarifies the construction purpose, evaluation index, evaluation subject, evaluation object and the function of the whole evaluation index system. The paper further elaborated the necessity of incorruptible culture construction evaluation indexes system in universities based on analysis of current situation. Literature collection method, Delphi method, questionnaire survey method, interview method, comparative analysis method are integrated used in the paper. The selection progress of the evaluation index is very strict. In the progress of index screening, the paper seek a lot of experts' advice and reference the existing research results. All the work is to form the evaluation index library. When the evaluation index library is done, several rounds of screening index is necessary. It is usually to determine the evaluation index by expert questionnaire scoring form. The paper determined the methods of construction indexes system, that is the method of expert investigation and the method of AHP. The evaluation index system contains 2 first level indexes,4 second level indexes and 18 third level indexes. The method of AHP help to calculate the weight of every indexes. A synthetic method of AHP and expert scoring method is used in this paper, aiming to improve the scientific index assignment. In all, the paper successfully established a set of easy operation and quantitative evaluation system of incorruptible culture in universities. The empirical research on the incorruptible culture construction evaluation indexes system in universities is applied to three universities in Hunan Province. The paper compare and analysis the evaluation results, find the advantages and disadvantages of three universities' incorruptible culture construction progress, then put forward the improvement measures.
