Study On Governance Capacity Of Township Government

In the special period of system transition and social transformation, new social phenomena increasingly appear, such as growing diversified of public service, frequently occurred of mass incidents and farmers opposed to the government, which expose some weaknesses of town governments in terms of governance. Particularly at the village political shuffle, social conflicts caused by poor governance of town government break out more easily. Great communication with society organizations and relation handling between executive administration and self-administration in villages show the capacity of town governance.In this paper, I take T town as an example with methods of case analysis, questionnaire and on-the-spot interview among villagers, entrepreneurs, cadres of villages and T town, in the principle of "thesis combine with practice". This paper provides requirements of governance capacity, existed problems, causes, and avenue of promotion by introducing public shuffle of villages of L, H, F and X in T town.This paper consists of six chapters. Chapter one is an exordium. As a confirmation of research method and a summary of content, it points out the purpose and significance of this topic, states the concept, classification and promoting ways of governance capacity of local governments home and abroad as well. Chapter two is a theoretical basis, which is guided by governance theory, listing classification basis of governance capacity as well as reviewing 8 governance requirements in kinds of intervention, organization, communication, respond to crises, effective response, law-based administration, responsibility and public service. Chapter three, taking T town as example, is the current governance capacity of town government, which shows 3 key links of village's political shuffle, questionnaire of governance capacity and complicated shuffle examples of 4 villages in T town. Chapter four, an analysis of existed problems and causes, discusses 6 problems in kinds of governance idea lacking, function dislocation, irregular policy-making and operation, opaque decision-making, bad public service and poor ability to respond to crises. It also analyzes the 4 causes in kinds of low quality of cadres, unclear function, restraint assessment mechanism, and weak fiscal situation. Chapter five is way to promote governance capacity of town government. Such paths of ascension in this paper are as follows: to establish governance idea with strengthening ability of intervention, to uphold law-based administration with boosting ability of organization, to make multivariate participation pattern with improving ability of communication, to perfect public decision with upgrading ability of effective response, to intensify responsibility with enhancing ability of public service, to construct public mechanism with increasing ability to respond to crises. Chapter six is the conclusion and expectation, which explains conclusions, innovations and shortcomings proposed in this paper.
