The Research On The Problems About The Foreigners Management Of Haikou

With deepening Tourism Island Development Strategy of Hainan Province, more and more foreign tourist flow into Hainan Island with more foreigners living,working and studying here. As the capital city, it is desperate to reinforce the management and service of foreigners.Together with the increasing number and frequent flow of foreigners, a series of social turmoil can not be avoided. Foreigners, in a large amount, commit the crime in varies of form. The control of foreigners' exit and entry, inhabitation, taking a job and temporary accommodation registration need a quick solution for Public Security Bureau. More importantly, manifesting the international definition of tourism island, complementing a humane service for foreigners, protecting foreigners' legal and regular rights are what should be further considered.The foreigners management of public security bureau is related to the well-grounded construction of tourism island strategy. An open and well-organized society is consistent with people's benefit. Since the Tourism Island Development Strategy of Hainan Province has been put into practice, all leaders pose new standard and strict demand to the foreigners management. Haikou, as the capital city, is confronting a big pressure in foreigners management. But, seen from the system and mode as well as the subjective or objective limitation of foreigners management in Haikou, the overall management put more emphasis on governing and striking the foreigners, not service and precaution.This paper thesis emphasizes the combination of both management and service, proposing to improving the disposition of foreign affairs case and building up a conception of "serving" when we try to reinforce the management of foreigners. We should be clear about the relationship between management and service to the request of the change from a governing government to a serving government. What principle we should follow to serve the foreigners and how to define the relationship between reinforcing foreigners management and improving the service for foreigners has a big theoretical meaning in pushing forward the foreigners management in Haikou.
