Research On The Production And Measures Of Government Performance Information Insider Control Behavior

Government performance management is a scientific management tool to promote the government reform in the world. The third plenary session of the 18 proposed to "strict performance management, outstanding responsibility implementation". To ensure the government produces, transfers and releases all the authenticity and credibility of the performance information in the process of performing of public management function and providing public services is the key to improve the government performance management and promote the innovation of government management system. But what is undeniable is that the government performance management practice, especially in the process of performance information supply, performance information insider control behavior appears frequently. This seriously affects the efficiency of government performance management and restricts the modernization of government management system and management ability in the certain extent.There are multi-level principal-agent relationships in the process of government performance information supply. Meanwhile, the principal-agent theory becomes the one of the important theory of public governance performance about social studies today. At the current, there is little attention paid to research about government performance information of the insider control domestic and international, and in the perspective of the principal-agent theory to carry out the related research is rare. So this is also one of the motivation and purpose of the paper writing. Using the principal-agent theory to analyze the behavior of government performance information insider control and explore the behavior of government performance information insider control elusion path, is the current need to improve government performance, to improve the quality of public management and to meet the needs of the public need to reality. Therefore, this paper aims at using the tools of economics in the perspective of principal-agent theory and is based on our country government performance management practice and the objective facts to review principal-agent relationship in the process of government performance information supply.
