| With the development of regional public affairs, the city-govern-county system,which began since the 1980 s, is gradually showing its defects. Therefore, the central government proposed to implement the City-Govern-County system in eligible places and got support from provinces like Zhejiang, Shandong and Jiangxi and had made outstanding achievements. The essence of reform of Province-Govern-County System is an institutional change of local administrative levels in China transforming from City-Govern-County system to provincial directly governing counties. During this process, the battle between these two systems is crucial for the future of city and county relationships and the success or failure of reform, therefore we should consider these two systems globally from the perspective of strategic analysis.This paper based on field researches and wide reading, built an analytical framework of SWOT-PEST and gave a comparative analysis of the advantages,disadvantages, opportunities and challenges between the two different systems, and got the result that instead of an absolute substitutional relation, these two systems have complementary advantages. However, the Province-Govern-County System has better opportunity and stronger vitality. Meanwhile, the author found out the related influencing factors between cities and counties and the relation of government and market behind them. The strategic positioning of city-county relationships is essential in reform. Looking to the future, under the background of coexistence of two systems and Province-Govern-County System as leading factor, we should handle their relationships with great care and bring forth new ideas in the regional government management. And combining the construction of legal system, the central government,provinces, cities and counties should work together to set up a strategic partnership between province market and cities and counties, and to open up a new path of reform. |
