A Study On Equalization Of Urban And Ruralbasic Public Services In Longyan City

It is proposed in the report of the Eighteenth National Congress of the Communist Party of China that “it is required to integrate the efforts to balance urban and rural development,boost the rural development vigor,work to gradually narrow the gap between urban and rural areas,and promote their common prosperity”;the strategic deployment of “insist on shareable development and putting forth efforts to promote the welfare for people” is proposed in the fifth plenary session of the Eighteenth National Congress of the Communist Party of China.The gap between urban and rural areas does exist;especially,there is significant gap on basic public services supply levels between urban and rural areas,and there is unequal phenomenon,which restrains the balanced configuration of public resources between urban and rural areas.Therefore,balancing of the urban and rural integration development and achieving of equalization of basic public services become a major people's wellbeing task of the government administration orientation and deepening of reform,because the shortening of gap between the urban and rural areas and achieving the basic public equalization between urban and rural areas contribute to the compensation of the short board on people's wellbeing and the realizing of the building of a moderately prosperous society in all respects;it contributes to the firm establishing and practicing of requirement of new development theory,to achieve coordinative development between urban and rural areas and realize the sharing of development achievements by people,to make people have more sense of gains;it contributes to the realization of the Chinese Dream and the Two Centenary Goals.Therefore,it has major theoretical significance and practical significance of researching the problem of researching the equalization of basic public services of urban and rural areas.The thesis detailed studies the problem of the equalization of basic public services of urban and rural areas in Longyan City.Firstly,it defines the concept of the equalization of basic public services of urban and rural areas by sorting domestic and overseas literatures as well as theoretical basis related to the equalization of basic public services of urban and rural areas.Secondly,it analyzes the general situation of Longyan City,and conducts focused research on the basic public service supply situation closely related to people's wellbeing including basic education,basic medical treatment and public health and social security of urban and rural areas of Longyan City.According to the result,it can be known that there is significant inequality in the basic public services between urban and rural areas of Longyan City,which is adverse to the embodying of the inherent requirement of fairness and justice of socialism with Chinese characteristics.It conducts profound analysis on the reasons for the inequality of basic public services between urban and rural areas in Longyan City on aspects of historical perspective,transfer payment from the exchequer,social governance,institutional aspect and basic public service supply mode.Finally,it put forward the strategic path of realizing the equitable basic public services between urban and rural areas in Longyan City according the principle of combination between problem-orientated and target-orientated.
