Social organization plays the important role to realize social management and social management, and an irreplaceable role to help social vulnerable groups, solve social problems and contradictions, and improve the national welfare; faced with excessive dependence on external environment resources and being lack of insufficient hemopoietic ability for many social organizations, they are in the trouble of the development, including single financing channel, stronger dependent, the brain drain and others, so these problems have seriously hindered the development of social organizations.In recent years, transformation from social organization to social enterprise, as for such concept, has been put forward in the academia and practice circle, so under the background of the government purchasing service, this essay will explore the the possibility paths of the transformation from social organization to social enterprise.Taking the A public welfare development center in Nanjing as the example, this essay analyzes the paths and consequences of the transformation from social organization to social enterprise by literature research, participatory observation and interview communication, and the study has found that the social enterprise provides a new option for social organization because the social enterprise has many advantages such as stronger insufficient hemopoietic ability and wide channels of resources.Compared to social organization, social enterprises do have the certain comparative advantage, but in the process of transformation,social enterprises are not only subject to relevant institutional policy, external dilemma, but also faced with issues of internal management innovation capacity and technology challenges.Now, government purchase services have given rise to many social enterprises (including some transformation social organizations), the "lost" phenomenon takes place due to excessive undertake the services entrusted by the government the same time it goes against the independent governance and innovation concept proposed by social enterprises.It should be said that social purchasing service from the government can generate an opportunity for some social enterprises, if always depending on the government, it will conform to the original intention of social enterprise, so it will not solve the reality problems of social organizations.In order to realize to smooth the transformation from social organizations to social enterprises, it also need to release the wider social space before it activates the vitality of social organization, under such situation in the society,it should do that.It is urgent to build the social innovation environment and cultivate the social entrepreneurship because the transformation from social organizations to social enterprise do not rely on the government purchase services to promote.
