| Official reception is an inevitable part of the daily life in government organs. The goal of official reception is to improve public management in the information exchange and cooperation, in order to ensure the smooth operation of the business activities.The point and final goal should be the interests of the people. However there is departure from the purpose in the current official reception,which takes the form of disordered spending, private guests, excessive reception,etc. These problems make official reception a black hole in the public spending, devouring the wealth of country and people, consuming limited public resources, which do not only increase the government's financial burden, but also cause great waste and become a hotbed of corruption. At the same time, the existence of these problems corrupts social conduct, reduces the government credibility, affects the image of the government.Therefore,how to reform business reception has been a realistic and urgent issue.Based on literature collection, comparison and empirical study as the research methods, using cheap government theory, principal-agent theory and public choice theory as the foundation, according to actual business,the situation and existing problems of the official reception is expounded.Drawing lessons from the history of our country and international official reception management experience, the writer finds new way out. No longer constrained by traditional control methods which are only host units oriented, containing political order, ideological and moral education, the writer observes each subject involved in the whole official reception procedure, deeply analyzes the reasons behind their behavior choice.On research on the sides of the positive factors and negative factors, the new mechanism is designed which is able to join those interests to official reception reform goals.So the force pushing forward official reception reform is maximized.And a set of feasible and innovative reform system is formed. |
