The Effects Of Governmental Participation Pattern On Networking Home Care

With the escalation of aging and miniaturization of family structure, traditional family pension can't meet the growing need for the elderly. At the same time, with the development of economic and the Internet,there is a new way which named the Net-working Home Care to solve aging problem. This care model is aimed at meeting the person's professional, personalized, diversified demand by linking the government,society, enterprises, communities, families and other service resources. But in practice,Net-working Home Care has encountered many bottlenecks. Some local governments have invested a lot of human resources, material resources and financial resources to developing Home Care Service,while it was pointed out to be an "embarrassed" livelihood project in TV politics.For that reason, I went to some typical areas to understand the specific situation.And I took the “province-city-district-street” as my technical route and gradually knew real and overall situation. In particular, I paid special attention to the different measures taken by different governments in the process of constructing Net-working Home Care, and differences among the government of different levels in carrying out a same policy. Based on investigation materials, I will summarize government participation pattern and experience. Then I will also calculate impact index of each pattern and the performance of three districts. Finally,by comparing impact index and performance, I will make efforts to analyze the effects of governmental participation pattern on Net-working Home Care.The main conclusions of this study are as follows: Firstly, it is true that government participation pattern has an influence on the construction of Net-working Home care,but it does not mean that the more government participates in, the better effect will be. Secondly, the stronger government are taking participation in the promotion stage, the more people will use Net-working Home Care Service. Finally,the higher degree enterprise, government and other related subjects are coordinated,the better the market size and effect will be.
