A Research On Education Quality Assurance Of Master Of Public Administration Graduate Students

Master of Public Administration( MPA) education has made great contributions to theoretical and practical improvement of public service in both governmental and Non-governmental organizations in its development in the past decade. However, the expansion of MPA education and the urgent need to further cultivate civil servants have rendered the situation prominent. The training of senior administrators equipped with advanced theoretical framework and professional expertise in public sphere has become critical. Therefore, it is imperative to establish a quality guarantee for MPA education.This dissertation, on such presumption, has conducted a thorough research in 4 institutes that provides training for MPA students in Guangdong Province. By combining documentary analysis with empirical research including questionnaire and interviews, this paper has attempted to analyze and generalize several issues related to quality control in MPA education.Our research shows many underlying problems which pose threat to the improvement of MPA education, such as monotonous teaching method, formalism in practical teaching, lack of long-term connection between theoretical teaching and practical teaching, lax quality control in the dissertation proposal and defense, obstructed feedback channel in internal assessment, defective external supervision and so on.After analyzing and generalizing these problems, the dissertation puts forward some targeted suggestions involving personnel entry, training, export and management, It proposes to build a scientific MPA students selecting mechanism, to perfect the education program and its theoretical and practical courses, to set up a healthy system of MPA dissertation writing process including proposal, evaluation and defense, to improve Teaching Quality Assessment and Management within higher education institutions, and to establish an external supervising and monitoring system of quality control.
