At present, we are in development stage. The increasingly sophisticated of the growing economic and political system reform, the construction of the Government Law making the major administrative decision is more and more get the attention of the society from all walks of life. Strengthening the legalization of administrative decision-making requirements, preventing and avoiding decision error is beneficial to improving rationality of the process of administrative procedure. The government decision is no longer rely on the discretion, but on the basis of scientific, legal procedures. It can stand the test of practice. This is the inevitable requirement of the Law Government construction. It further promotes the rational configuration of government power. How to build the concrete steps of the decision-making process, how to ensure the smooth implementation decisions, how to accountability for the decision-making errors is the core content of this paper.This paper studies administrative decision-making from the angle of administrative law. This paper puts forward some ideas by collecting a large number of literatures, using literature analysis, comparative research on matters of decision-making, main body and the legalization of the main terms of reference and responsibility.Based on the comparative analysis of the provisions of the decision-making process in the typical provinces and cities, this paper expounds the connotation of major administrative decision-making. We summarize the standard of judgment to understand the intrinsic value of the decision-making. In view of the unreasonable phenomenon, we should put forward reasonable decentralization from the angle of central, local and society. It can meet the legal requirements of decision-making, permissions.Legalization Program which plays a key role in the process reflected these five aspects from the participation of the public and experts, the risk prediction, the legality review, the collective discussion and decision and the decision of lifelong liability system. It is important to detail rules of each program and implement each program legally. We should pay attention to decision-making supervision and feedback mechanism in each program session. Legalization path is constructed by analyzing liability components and lifelong responsibility mechanism.
