The civil servants manage the main affairs of the state and society. They are the constituent elements of the government departments. They play the role of the state organizer and the principal undertaker. They are the direct forces which the government functions can reflect. A direct impact on the ability of government departments and service levels.With the rapid development and reform of our society, people's work pressure is increasing, the professional burnout as a long-term work under extreme pressure, has been prevalent in today's workplace, has aroused the attention of all walks of life. According to the China Human Resources Development Network "Job Burnout Index" survey data show that this group of civil servants because of the heavy task, the pressure, they have become the highest proportion of occupational burnout professional groups. Job burnout not only affects the physical and mental health and development of grass-roots civil servants, the organization's work efficiency and staff enthusiasm, but also reduces the effectiveness of the government, making the development of society has been hampered, undermining the image of the national government in the hearts of the masses;. Therefore, it is of great significance to pay attention to and alleviate the problem of job burnout of civil servants at the grass-roots level.Based on the questionnaire, this paper takes the grass-roots civil servants in Yintai District of Tongchuan as the research object to discuss and analyze the causes and harms of the civil servants' job burnout and analyze the factors which affect the job burnout of the grass-roots civil servants.
