Analysis Of The Impact Of Information Disclosure On Public Participation In Price Hearing

As the most effective means of solving public products pricing mechanism currently, price hearing system has played a great role in promoting administrative decision-making democratization, public goods efficient allocation of resources, etc, and it's also been used in the pricing of public goods of people's lives. But in practice, to a certain extent, related departments can't accurately control system of the real connotation, making the public to understand the characteristics of price hearing system with deviation, even misunderstanding the original meaning of the system. Investigating its reason, the price hearing enough information release process lacks of standardization, and there are some deficiencies in the integrity, authenticity, validity of information.This article is based on positivism study, and questionnaire investigation, studies the relationship between the effective public participation in price hearings, and strengthens information disclosure mechanism and system construction, and also focuses on the important role for promoting the effective public participation and so on.First of all, this study is to analyze the current problems of information to the public in price hearing. Improper decentralization of government, information disclosure, and "pay more attention to the form but not the substance", information disclosure regulation lag are the main reasons for the public price hearings.Secondly, from government price departments (organizers) price hearing, public goods suppliers (price or pricing whatsoever) and consumers, this study analyzes the public participation in price hearings sources of information, the effective use of information, and public participation in using the bounded rationality. This research also puts forward some suggestions on the expressions of opinions, the representative and ability of the hearing personnel.Finally, this article investigates the methods as well as effects of public participation in price hearing system through direct and indirect ways. From the standardization of the system construction, democratization and scientific aspects, this study points out the importance and necessity of perfecting the information disclosure mechanism. Moreover, the article comes up with "the concept of effective participation model based on information disclosure", using the concept of "political communication" to analyze the mechanism of the model.
