The minimum living security system of urban and rural residents plays a key and underpinning role in guaranteeing basic people's livelihood and safeguarding social fairness and justice.In recent years,with the optimization and adjustment of social security system,the minimum living security system of urban and rural residents gradually turns from "low level,wide coverage" to " higher level,precision relief." In the process of system development,as a special group," the elderly guaranteed by the minimum living security system" is the key covering object of the minimum living security system because of age,poor working ability,and low income level.The minimum living security system plays an important role in providing part of stable source of income and protecting the basic elderly living needs for the elderly guaranteed by the minimum living security system.In the Inner Mongolia autonomous region,Ordos City is an area with better economic and social conditions.In addition,the minimum living security system of urban and rural residents is established earlier and its security level is higher compared with other cities.The local government is also actively exploring and practicing the system,which not only has achieved good results but also has some problems in recent years.Therefore,mainly using case analysis and literature analysis,making Ordos City for example,this article analyses the present situation of basic income level of the elderly guaranteed by the minimum living security system through combing the literature and understanding the implementation of the actual situation of the minimum living security system of urban and rural residents and other related policy.The present situation includes:the living standards of the elderly guaranteed by the minimum living security system has a large gap compared with local residents,at the condition of existing low income level,the elderly guaranteed by the minimum living security system can only maintain basic living needs,can not fully meet the demand such as medical care and pension service except food and clothing and living;The main problems of old-age security for the elderly guaranteed by the minimum living security system are:part of qualified old people cannot obtain low relief,the basic income level is low,the urban and rural subsistence allowances treatment gap is big,the elderly welfare measures are not perfect.The main reasons are that the urban and rural residents' minimum living security system is not perfect,the public goods supply can not meet the needs of the elderly,and the construction of public management ethics lags behind.At the end of the article,This paper tries to put forward some suggestions to promote the sustainable development of the pension situation for the elderly guaranteed by the minimum living security system from the construction of the minimum living security system,public goods supply and the construction of Public Management Ethics:not only perfecting the minimum living security system of urban and rural residents,making the supply of public goods meet the pension demand of the elderly guaranteed by the minimum living security system,but also strengthening the construction of Public Management Ethics,developing people's supervision for the public management activity,promoting the sustainable development of the pension situation for the elderly guaranteed by the minimum living security system,finally ensuring that the minimum living security system of urban and rural residents plays a deserved and underpinning role in the people's livelihood.Finally,the conclusion part summarizes the problems and suggestions in the paper,and points out the inadequacies of the article.
