Analysis On The Constructions Of Rural Social Assistance System In Zhangjiagang City

Social Assistance has, since the beginning of this cen tury, ensured th e people's basic needs through Social Security. As the economic power of rural and urban areas increases,the government takes steps to im prove social assistance system s in said areas in an ef fort to supply groups facing the greatest hardships with a guaranteed basic level of protection, for the sake of promoting a healthy and regular societal order.However, as reform of the “dualistic” rural and urban housing system is promoted and the economies of rural and urban areas rapidly develop, the quality of life of farmers increases greatly, and the orig inal “five guarantees” system that provided rural groups facing difficulties with basic g uarantees of necessities is no longe r enough to satisfy thos e groups' education, heath, housing, and disaster relief needs, among other needs. Rural social assistance programs face new problems and new situations.As the rural assistance regulations of each area are revised, integration of urban and rural social assistance systems is sped up, es pecially with the prom ulgation of 2014's “Social Assistance Interim Measures”, the creation and completion of rural social assurance programs became a vital requirement for rural social assistance work.This paper relies on docum ent research, su rveys, and in-depth interviews, using the theory and requirem ents of social assistance programs' construction to com b through the construction of Zhangjiagang C ity's rural assistance system, understand the effectiveness of its implementation, and to summ arize rural social assistance systems' specific traits. It also chooses 10 adm inistrative villages from the Yangshe township of Zhangjiagang city as subjects to investigate and re search implementation of these prog rams, utilizing direct interviews with local government workers, basic-level social workers, and poor groups in the villages. Problems that appeared in Zhangjiagang City's rural assistance system are analyzed, with the ultim ate goal of proposing com plete and robust m ethodology for rural social assistance programs.The first portion of this pa per analyzes the current situ ation, direction, and accomplishments of social assistance programs both in China and abro ad, provides complete suggestions for the improvement of social assistance works, and analyzes the research content and all-new proposals within the paper. The second portion com bs through the construction and efficacy of Zhangjiagang City' s rural as sistance system, and summarizes the special characteristics of rural s ocial assistance systems. The third sect ion looks at surveys into the implementation of social assistance systems in Yangshe township. The fourth section attempts to analyze the problems discovered during investigations. The fifth section has the author look at the most pressing issues reported in the quest ionnaires, such as low participation in social assistance programs, lack of awareness of new internet platform s that publish social assistance information, and other issues, an d provides suggestions on how to im prove the structure of Zhangjiagang's rural social assistance system.
