Support Policy Implementation Evaluation Mechanism Of Late-stage Resettlement For Large And Medium-sized Reservoir

To carry out large and medium-sized reservoir resettlement support policy imple mentation monitoring and evaluation has lasted 8 years, the existing evaluation mecha nism has been established for 5 years, a lot of valuable experience has been gained, wi th an increasingly role. But comparing with the implementation of the status of this w ork, the specific practices, carrying out monitoring and evaluation of technical route, c ontent and report forms are not the same, has not yet formed a unified, refined and pra ctical evaluation mechanism, how to improve the existing evaluation mechanism, pu t forward a set of mechanism which is suitable for all areas, makes the monitoring an d evaluation more scientific and standardized, provide theoretical guidance for the im plementation of the late stage support policy,worthy of study.This paper is aiming at the problems of the current evaluation mechanism, such a s, the regulations of the monitoring and evaluation organization and the personnel acc ess provisions is not clear, the outline of the content is not refined enough, the operati onal characteristics is not strong Combine with the data collected in various regions t o monitor the assessment work and the actual practice, compare with the current provi sions, analysis and summary, further clarify the monitoring time, methods, monitorin g sample selection and other technical requirements. The existing evaluation mechani sm is improved with the preparation, field investigation, index system, data statistica l analysis and evaluation and other aspects, improve the workflow, put forward the out line of the work programme, programme of work, personnel training, refinement of th e field investigation work. In addition, a new index system is established from t hree indicators divided into five indicators based on the theory of system engin eering. The evaluation index set is modified from according to the distribution of funds, project implementation, security system and implementation effect of decomposition and refinement to guarantee mechanism from the establishment a nd operation related planning, late-stage support policy, late-stage support policy,the use and management of funds, late-stage support policy implementation effect. The new index system is more comprehensive and detailed and easier to g ain. This article also make the improved monitoring and evaluation mechanisminto practice in ping shan county. The results show that the improved mechan ism of monitoring and evaluation can be more comprehensive, system and obje ctively evaluate the late-stage support policy implementation effect. It helps to achieve the requirement of the working outline, late-stage support policy imple mentation plays an important role in promoting.Through practice test, the improved late-stage support of policy evaluation mechanism and the establishment of evaluation index system has good scientifi c nature, rationality and maneuverability. It can improve the assessment mechan ism, and standardize the monitoring and evaluation work to provide powerful t echnical support. Finally, according to the results of the case analysis, this paper obje ctively evaluates the advantages and disadvantages of the proposed mechanism, and p ut forward the improvement direction.
