Urban public transport as the main public infrastructure, with social,welfare,public welfare and other characteristics, to the greatest extent to meet the needs of the public travel and ease the traffic pressure. Along with the reform tide of international public utility privatization and the transformation of our country from planned economy to market economy, the government monopoly public transport industry has derived many contradictions, resulting in a series of social and economic industry. In order to achieve the high quality development of the public transportation industry, it is imperative to implement the privatization of public transportation. The franchise as a basic urban transit privatization reform path, it did achieve some success in the early stage of reform. However, due to the lack of government responsibility, most of the reform ended in failure. For this purpose, this paper takes the government responsibility in the city public transportation franchise operation as the theme. The paper is based on the summary of the relevant theory of urban public transport franchise. Then review of the reform process in our country, and explain the specific performance and a negative impact of the lack of government responsibility, further to discuss the various factors that cause the lack of government responsibility. At the same time summarized the successful experience of reform in the overseas area. Finally, the three main responsibilities of the government in the reform of public transport franchise are concluded:policy guidance duties, supervision and management responsibilities and economic support functions. and we put forward the concrete measures to ensure the reform in the three aspects.
