Reaearch On Government Function In The Development Of Twonship Leading Industry

At present,the improper selection of the leading industries,poor industrial cultivation,lagging development of industrial restructuring have become an important management problem of restricting the development of township industry and small towns.So take the Guanhu town Pizhou City as an example,to sum up the main methods and effects of local government in choosing and cultivating the furniture industry become the leading industry.Analyse challenges and government countermeasures and experience of the leading industry in the transformation and upgrading,supply a good reference value and a policy design for the other township leading industry management.The plate furniture industry of Guanhu was established the leading industries by the Pizhou City Party committee and the municipal government in 2012.The local government integrated various resources,vigorously cultivated the leadig industry and the plate furniture industry got better development.In order to deal with the bottleneck of Guanhu furniture industry development,the local government in order to deal with the bottleneck of Guanhu furniture industry development focused on the transfer of work,and actively took a number of measures to promote the transformation and upgrading of the leading industry,made it bigger and stronger,continued to develop the economy of the town.This paper is with the support of the service-oriented government theory,industry life cycle theory,comprehensively using the literature research method,comparative study method,SWOT analysis method,case study method and other methods,on the basis of Guanhu town plate furniture industry development present situation,analysed the functions,activities rules and characteristics of the local government in Guanhu town in selecting,cultivating the plate furniture industrial and the process of transformation,put forward perfect Guanhu town plate furniture industrial management recommendations.Research results show that:(1)Guanhu town plate furniture experienced embryonic stage,forming stage,growth stage and phase of ascension,plate furniture industry chain formation stage,the plate furniture industrial cluster formation stage;(2)The local government compared the plate furniture industry with Linyi in Shandong province,Jiashan in Zhejiang province,Xingtai in Hebei province to area of inter regional comparative analysis,;Compared the Guanhu town with the other towns in Pihzou city to regional comparative analysis.Then the local government determined to put the plate furniture industry as the leading industry of the Guanhu town;(3)The local government took policy support,built incentive mechanism,set up a high quality service system,held regularly sheet products exhibition,developed the basic facilities to improve the development environment,all those measures just to cultivate the leading industry;(4)The development of plate furniture industry in Guanhu tow faced many problems,such as the exports are instable,financings are difficult,attracting investment work exists the negative effects,the government and the organizations of plate furniture commerce have not played their roles,the cost of logistics is high and so on.The local government took many measures to solve these problems,such as looking for the new ways to attract investment,promoting the local enterprisers to emancipate their mind,actively promoting the enterprises have a cooperation with the scientific research institution,encouraging the organizations of plate furniture commerce to work,through those ways to promote the transformation and upgrading of the plate furniture.Finally,according to the present situation of the development of the leading industry and the existing problems in Guanhu town,the author of this paper made suggestions:resolving the enterprise financing difficult problem,building the confidence of the enterprisers,developing the domestic and foreign markets,cultivating backbone enterprises,reducing the cost of logistics,setting up the plate furniture electric malls,constructing the plate furniture industry park,improving the supporting industry,guiding enterprises to change the mode of business management etc.Those suggestions can provide a reference for the development of Guanhu town in the future.
