Since the 18 th CPC National Congress,the Party and government have paid great attention to cultivating and practicing socialist core value.The report also emphasized to strength professional ethics and personal moral education,which provides a strong positive energy for building a moderately prosperous society and realizing the Chinese dream of great rejuvenation of the Chinese nation.However,the process is not smooth.Civil servants are the executors of administrative forces,which are taking the responsibility of public power,public interests,public spirit and public will.They are the representatives of administration by law,social fairness and justice.Civil servants have played different roles,such as “natural person”,“social person”,“economic person” and “public person”(agent person and service person).It is important to resolve civil servants' role conflicts.If only emphasizing “economic person”,who wants to maximize their own interests or social person,unhealthy phenomena such as abusing public power for personal things and asking for help will prevail.And “public person” image which stands for public power,public interests,fairness and justice will damage.To some extent,if only emphasizing “public person”,civil servants' interests and relevant right will damage.Abnormal administrative ethics is inseparable with role ethic orientation when civil servants are falling into role conflicts.In terms of individual civil servants,it is a collection of multiple roles in the process of socialization.Each role has different responsibility,rights,obligations and ethical value orientation.When facing with different ideas,behavior and moral standards,civil servants will catch in the dilemma of role conflict.This is caused by contradictions role choices in terms of the unity of the personal interests and public interests,responsibility and obligations.Based on the view of administrative ethics,this paper makes a reasonable analysis of the ethical orientation and causes of role conflicts,puts forward countermeasures which strive to avoid or eliminate civil servants' role conflicts.It's vital to strength government's administration efficiency,government's credibility and harmony administrative environment.This paper has mainly six parts: The first part explains the related concepts and theories,define the concept of public administrative ethics,civil servant,role conflicts and ethical dilemma,and provides the relational theoretical support such as theory of role conflict,new public service theory,public choice theory and Maslow's theory of hierarchy of need.The second part gives the ethic orientation among civil servants' different roles as “natural person”,“social person”,“economic person” and “public person”(“agent person” and “service person”).The third part,civil servant is a set of collective of multiple roles,which often falls into the role conflicts and dilemmas because of public responsibility,right and interests,moral ethics and other factors behind their roles.The forth part deeply analyzes the reasons of civil servants' role conflict from several aspects such as the role itself,external social environment,internal public administration organizational environment,laws and regulations as well as civil servants' quality.The fifth part is the experience and enlightenment of resolving civil servants' role conflicts in developed countries.As enumerating the experience of foreign countries like the Unit States,the Unite Kingdom and Japan,this part also summed up the advantages worth to be learned in our country by combining the state of our country.The sixth part is the countermeasure of civil servants' role conflicts in our country.Based on the civil servants' “public person” and the causes of role conflicts,it puts forward specific countermeasures in resolving civil servants' role conflicts in China.Based on the principle of unified power and responsibility,public interest first,overall consideration.In general,only through resolving civil servants' role conflicts and exploring the pertinent public administrative ethics construction ways,can civil servants play the “public person” better,set the good image of serving the people wholeheartedly and build a good administrative environment and harmony social environment.
