Improvement of government performance is confirmed by the results of the performance evaluation of government departments to reflect the work performance of the gap and the shortage,making the performance improvement plan and put into practice,in the end,realizing both the staff's personal and the department's performance improvement.As an important part of government performance management system,performance improvement is the subsequent application link of performance evaluation,playing an important role in improving the performance of the government departments.But many government departments consider that the end of the performance management is to get evaluation results,the link of performance improvement is dispensable,or don't have to be as an independent activity and dedicated link.The neglected link restricts government performance management work of the overall function;the government performance management work is always difficult to make substantive progress.The purpose of this paper is to systematically analyze the basic theory of performance improvement of government departments,and to sort out the typical practices of government departments at home and abroad,putting forward the general norms of government performance improvement from the normative sense,and summarizes the difficulties and problems of government departments in the exploration and implementation of performance improvement from the empirical significance,and puts forward countermeasures and suggestions,in order to provide a reference for further theoretical research and practical exploration.In addition to the introduction and conclusion,this paper consists of four parts: The first part is about the theoretical analysis of government performance improvement based on the application of performance evaluation results,involving the related concepts of government performance improvement,the position of government performance improvement in performance management system,the theoretical basis of government performance improvement,proposing application of performance results is the basis for performance improvement,discussing the role of government performance improvement.The second part is about the practice of government performance improvement based on the application of performance evaluation results,discussing the typical models of foreign government performance improvement and the practice for some provinces and cities of our government to actively explore the performance improvement model;summarizing the experience and lessons,providing useful references for the improvement of government performance.The third part,systematically elaborating the basic norms of achieving government performance improvement based on the performance evaluation results,including the principle and method of the improvement of government performance,government performance improvement process.The fourth part,dissecting the problems that application of performance evaluation results to improve the performance of government departments,government department ignores application of performance evaluation results,supporting for performance improvement is inadequate;the problems of government performance improvement,resulting in ineffective performance improvement;there are some problems in some parts of performance management,which restrict the improvement of government performance.The fifth part,further proposing the countermeasures and suggestions to improve the government performance based on the evaluation results,raising the government's attention on application of performance evaluation results;optimizing the key links of government performance improvement work;optimizing some parts of performance management to ensure that performance improvement is carried out smoothly.
