Collaborative Governance Of Drug Safety: Historical Situation And Collaborative Path

Collaborative governance has been an institutional path of national governance system and modernization of governance capacity modernization, it has been explored and practiced in many different public areas, including the drug safety governance. This study bases on the collaborative governance perspective and theoretical framework,to discuss the history evolution, practical exploration and future trend, it focuses on the intrinsic logic of drug governance transform and collaborative dimension in practical. Since the reform and opening up, China's history of drug safety governance has experienced from focusing on market development, market regulation, to paying attention to safety supervision, and now has been moving towards to collaborative governance. Combined with the experience of drug safety governance in the United States,it can help us to seek practical experience. USA formed an independent and unified drug regulatory system, which the FDA plays the main role. By cooperation agreement and other forms of collaborative, FDA's vertical-management inspection team and the local government and other departments achieved the effective inter-governmental collaboration and crossdepartment collaboration. In the participation of the society subject, it not only pays attention to maintain their right to participate, smooth their way of participation, but also pay attention to the boundaries and limits of their participation. It provides the inspiration for exploring and improving the collaborative path of drug safety governance in China. Drug safety governance involves the whole life cycle of drugs, from research and development, production, circulation to use, involving multiple governance subjects and its interactive relationship. In the practice of collaborative governance, mainly includes inter-governmental collaboration, cross-department collaboration, and public-private collaboration the three path of collaboration dimension. In an institutional framework of collaborative governance, through the mechanism of right-responsibility match and functional coordination, multiple subjects can share discretionary power and take their responsibilities. Only through sustainable cooperation of every subject can achieve the good governance of drug safety.
