Study On The Evaluation And Improvement Strategy Of “The Mayor Group Of Science And Technology” Policy In Jiangsu Province

Scientific and technological innovation to promote China's scientific and technological progress and development is to enhance our comprehensive national strength of the strong support.The university's talent and knowledge to the grassroots level of the economy to promote the development of science and technology as the key in the economic transition period of Jiangsu Province.In the ninth year of running "The Mayor Group of Science and Technology" in Jiangsu Province,it is a hot issue to the analysis of the characteristics of "The Mayor Group of Science and Technology".To sum up the implementation experience and assessed the implementation effect is also worthy to pay attention and find out solution.The policy evaluation of Jiangsu province "The Mayor Group of Science and Technology” is beneficial to the policy implementation and development,which is of great significance to explore the mode of economic development and transformation of Jiangsu Province and the development of national science and technology innovation.Based on the theory of public policy assessment,the traditional positivist focus on the research of policy facts is difficult to meet the policy evaluation needs of Jiangsu Province.“The Mayor Group of Science and Technology” policy is multi-subject and is still in progress,so the evaluation of the selection of project-level assessment and social-level assessment of the Frank Fisher multi-methodology "empirical debate" assessment model.And based on the development status of “The Mayor Group of Science and Technology” policy in Jiangsu province,we combined with time series method to optimize Frank Fisher policy model.The model includes four stages: program verification,situational validation,societal vindication and social choice.48 cities and regions of the mayor group of science and technology and the relevant government departments were conducted a questionnaire survey,processing the analysis of the data,to further explore the "technology town long regiment" since the implementation of the results achieved.This paper analyzes the existing problems in the implementation process,and puts forward reasonable countermeasures and policy suggestions for the existing problems,and then promotes the development and policy improvement of the "science and technology town long regiment".The main conclusions of this paper are:(1)The program verification stage shows that the support of " The Mayor Group of Science and Technology " policy is high.There is a complete guarantee system and system guarantee.And the project effect is well enhancing the grassroots economic efficiency.(2)Situation validation stage shows that the university selection of science and technology town master system is more reasonable,most technology mayor satisfied with their own work arrangements,but the grassroots assessment system is still to be perfect.(3)Societal vindication stage shows the selection member system is reasonable,but the grass-roots assessment system is still to be improved.(4)Social choice stage shows “The Mayor Group of Science and Technology” policy can deepen the cooperation between schools and enterprises to promote the transformation of scientific and technological achievements.The improvement strategies of this paper are:(1)In the selection stage,we will strengthen the "on-demand distribution" requirements,and constantly improve the technology selection process.(2)At the stage of work,we will strengthen the cooperation and cooperation of local leading industries,then increase the propaganda work of "science and technology town long regiment".We will improve the formulation of relevant funding system and pay attention to the development of "talent introduction and training"(3)In the evaluation and feedback stage,we continuously improve the incentive mechanism of the relevant technology mayor,establish a series of policy improvement strategies to evaluate the policy effect system.
