"The quality of higher education" is the core of the concept of development in the 21 st century, which has become a broad consensus of higher education around the world. Teachers' teaching ability and level of education quality in colleges and universities plays a vital role. Faculty development in teaching ability of high education since the first modern meaning of universities, has experienced from the spontaneous exploration to the institutionalization and scientific process of evolution. Throughout all previous higher education reform, education policy plays the leading role in faculty development, at the same time the improvement of teaching ability ask for more support from policy. Higher education act, which is promulgated in 1998 clearly explains the qualifications of university teachers, career system, appointed way, which make our faculty development system in the form of law. After the "higher education act" promulgated, the ministry of education issued a series of policies.This study was based on existing research, carding the development of policy since 1998. Literature method, content analysis method and policy analysis are the main research method. By learning regulations of faculty development in teaching ability, then the characteristics of the evolution of faculty development in our country will be summarized. To promote the academic study on this subject, advanced concept of teaching development will be assimilated into teacher policy, to promote the establishment and improvement of faculty development system, and to further promote the upgrading of policy implementation environment.In the first, the core concept, basic ideas and methods will be described in the study; Secondly, in view of the need to grasp teaching ability of faculty, carding the process of faculty development in our country; Thirdly, detailed analysis the dimensions of policy in teaching ability in high education to grasp the logic of the evolution about it; Finally, on the basis of the future direction of faculty development, put forward concrete suggestions to improve the policy.
