Analysis On The Influencing Factors Of Policy Entrepreneurs' Behavior In Policy Pilot

The policy pilot is a form of policy innovation with Chinese characteristics,which is a more common phenomenon in the process of our country policy.From the grand reform and opening up to the micro-regulations promulgated,policy implementation,will emphasize the role of the pilot,through the pilot to achieve the policy of "small see big" has become the basic way of the Chinese government to implement the policy.This study has laid a good foundation for the further development and promotion of the research,but the current research results mainly focus on the analysis of the pilot reform itself and its impact on the aspects of the study.There is little analysis of the key subjects in policy practice,especially for the behavioral selection of key actors at the grassroots level.This paper tries to understand the factors considered by the key actors when the policy is generated from the perspective of the policy entrepreneurs,and form a certain degree of theoretical discussion on this basis.First of all,this paper makes a combing of the existing domestic and foreign exploration results of the policy,and finds out that the academic circles have not studied the pilot phenomenon of grassroots policy from the perspective of policy entrepreneurs.Then,the paper analyzes the several pilot cases of grassroots policy promoted by policy entrepreneurs,and summarizes the key factors that the policy entrepreneurs' behavior choices are summarized in the policy pilot.The study found that the grassroots in the system of policy entrepreneurs in the choice of policy when the pilot,they have the pursuit of value,and their own core competencies,in the fight for external support in the case of a very clear and objective understanding,as a direct pilot to reform The policy of entrepreneurs themselves is the policy implementation of the pilot is a key factor.
