With the gradual maturity of market economy in China and the rapid development of modern service industry, the express industry, as influenced by this trend, has also been growing rapidly. Express companies provide effective and safe transports of goods for different industries, promoting the expansion of the scale of national economy and the prosperity of the international trade. However, there are still some issues of the supervision of express industry. For example, some problems exist in the internal management structure of the express delivery business, the level of the service among different companies is not the same, the threshold for entering the market can be unreasonable, resulting in the restriction of the further development of the express industry, and regulation mechanism of courier industry is inadequate, the body of regulatory responsibilities are unclear and the regulatory methods are single, express delivery market lacks self-discipline, industry associations are in the absence of regulatory functions. All these problems have been hindering the constant and stable development of the express industry. Therefore, it is necessary to improve the legal regulation system for the express delivery industry in order to maintain the rights and interests of customers, standardize the order in this market, as well as protecting the competition and adapt to the advancement of the international express industry. How to achieve fair competition in the market is of essence for sustaining the healthy development of the express industry.In contrast, express industry in developed countries had a head start and has been highly developed. Learning from developed countries enables us to benefit from their experience; meanwhile, exploring the legal problems of the express regulatory system in China could contribute to improving the legal regulation system for Chinese express industry, hence promoting stable development of the express industry. To perfect the regulatory system in detail, the first step is to set a proper threshold for entering the market, to improve the legal regulation system for the express industry, thereby providing a solid foundation for regulating the express industry. Secondly, due to the historical problems that the supervision responsibilities were taken by multi departments ambiguously, it is crucial to perfect regulatory system by specifying responsibilities of supervision departments. Moreover, the specific enforcement mechanism for express industry regulation needs to be diversified and the power of regulation must be strengthened. On such basis, the express industry association should properly exercise its function. The diversification of express industry regulation mechanisms and the expansion of regulatory rules must be conducted simultaneously, so as to protect consumer rights more effectively and promote a sound regulatory framework conducive to the stable operation of the express industry.
