In the vast rural areas,rural grass-roots Party organization takes the impotent responsibilities for carrying out party's general and specific policies,advancing reform and development and serving the masses and Party members.It is the organizational foundation and the core of leadership of the party in the countryside ruling.With the deepening of reform and opening,economic and social developed rapidly and took on new looks ceaselessly in rural areas.The interests and ideology of masses are quite different from what they were in the past.The operating mode of rural grass-roots Party organization that based on management becomes difficult to adapt the changes of the reality and the demands of the masses and Party members.Facing the new situation,18 th Party Congress submitted "make community-level Party organizations more service-oriented,with serving the people and engaging in people-related work being their main tasks".It proclaims service will be the core focus and main tasks of grass-roots Party organizations which pointed out the direction for the transformation and upgrading of rural grass-roots Party organizations.The author in recent years has been engaged in the related work of the construction of rural grass-roots Party organization and has accumulated some theoretical and practical experience.The first part introduces the research significance and actuality of the rural grass-roots service-oriented party organization.The relative conception is clearly defined and theoretic basis is described in the second part.The third part introduces the probing and practice at village leading groups,Party members and service function of building rural grass-roots service-oriented Party organization in Laoling.It analyses the problems existing in the rural grass-roots service party organization construction and the reasons from service team,platform system,form contents and funds safeguard.The last part puts forward four countermeasures to the problems: promoting service ability and building service team,strengthening platform construction and perfecting service systems,innovating work mode and enriching service contents,devoting more efforts and guaranteeing service funds.
