A Study On The Government Regulation Of Foreign Capital Ehtering Urban Water Affairs

City water refers to the production,transportation,water supply,sewage treatment and recycling of related links such as industry,has the natural monopoly and the quasi-public product attributes,city life is the basis of production relies for survival and development.With the acceleration of urbanization construction in our country,the future population of 400 million will pour into the city,increasing the urban infrastructure requirements and water sector development potential,and with city water resources stress and waste pollution is serious,the need to improve the operation efficiency of urban water,too.After the reform of marketization of urban water,foreign investment increased industry supply ability,but the excessive local government to foreign investment,introduce,regulatory constraints,the industry monopoly,rate increases,the problem such as water pollution,public welfare.So for urban water industry,how to deepen the reform of the marketization,make full use of foreign capital,attaches great importance to the regulatory constraints on foreign water again at the same time,industry security and public interests,the government has inevitable responsibility,combining with the investigation and empirical study of the status quo,analysis of foreign investment of the government regulation of the water problems,and puts forward some countermeasures to improve.Paper on the basis of the natural monopoly theory and principal-agent theory,the integrated use of literature,statistics and regression empirical method,around on foreign water regulation research.The paper analyzes the current situation of foreign investment in China's urban water and regulating the status quo,and build empirical model to examine the effects of water regulation of foreign investment,according to the empirical results show that the problems of water regulation of foreign investment,at last in view of the problem put forward to perfect the countermeasures of water regulation of foreign investment.The study mainly from the following several aspects,the first is the introduction,explain the starting point and the realistic significance of topics,introduces the research method and structure,and put forward the possible innovations.The second part of the definition and theoretical review of a brief definition of the concept and economic characteristics of city water,reviews the domestic and foreign research achievements about urban water regulation,and to introduce the theoretical basis of paper accordingly.The third part is the analysis of the situation,the paper analyzes the foreign capital to enter into the trend of the urban water,into the model,the potential risk,the foreign capital to China and the regulation of water current situation and experience of other countries effectively regulate.The fourth part is the empirical test,setting the main indicators to examine the effects of water regulation of foreign investment,and builds the regression model,through the statistical data collected from 2000 to 2015,using stata software to the empirical test results,and the empirical conclusions.The fifth part is to summarize the problems that exist in the foreign water regulation system,from the four aspects,such as regulation,price regulation,quality environment regulation and regulation.The sixth part is the perfect countermeasures and conclusion,study on the part of the problem put forward countermeasures and Suggestions of perfecting our country's water at foreign regulation,regulating the use of foreign capital,in order to achieve urban public interests.
