Study On Vincent Ostrom's Democratic Administration Theory

Bureaucracy administration and democratic administration are the corresponding concept.The organization of administrative bureaucracy is famous to the most government agencies by the general form all over the world.But,in the process of historical evolution,system failure has began,especially it can't cope with the challenge that producers and providers are separated in public products and service.As the wave of democratization,it blundered as a patient who had lost its luster.Ostrom then started the shift of the administrative paradigm in the history of public administration by criticizing the bureaucracy administration paradigm based on samples of the United States.It has important value for the disciplinary study and governance changes.Therefore,study on Ostrom's democratic administrative theory is of great significance.The thesis is divided into six parts.The first part is the introduction,which introduces the purpose,significance,status,methods and innovations of the study;The second part,analyzes the sources of the theory.It mainly includes the following thoughts:the new political economics thoughts,the federalists' democratic administrative ideas,tocqueville's freedom of association of thought and the reality of constitutional legal thought;The third part is the core part.Introduction of the contents of the theory,mainly include the theoretical assumptions,legal basis,constitutional foundation,administrative system and technical route;The fourth part is the characteristics of the theory.It includes characteristics: based on the methodology of the individual liberalism,analyzing the system of government in the constitution level,highly polycentric administrative decision-making system,multi-angle provision of public services;The last part is discussing the rationality and limitation of the theory from the perspectives of theory,practice and result,and exploring the significance for democratic administration in China.This paper adopts the methods of analysis and synthesis and the unity of logic and history to scan Ostrom's democratic administration theory.Firstly,it is deconstruction.The aim is to grasp the process of logical deduction through separating the theory.Secondly,it is verification of logical deduction in the history.Do the unity ofhistory and logic,and the logic is showed in the history.At last,it is an analysis of the rationality and limitation of the theory of it.The essence of it is the interpretation of political theory for the public choice theory.Its profound meaning is found by more literature introduced in the future.
