China Communist Party and China Youth League have been attaching high importance to education and training of Youth League cadre education and training.The 18 th CPC National Congress noted that “cadre education and training shall be regarded as a pioneering,fundamental and strategic project in the efforts of building a high-quality governance team of cadres”.This guides the development of Youth League cadre education and training in the new historical era after the national congress.The In September 2013,the Central Committee of the Communist Party published the “2013-2014 China Communist Youth League Cadre Education and Training Plan”.Chinese President Xi Jinping attended the Mass Organization Work Conference in July,2015 proposed the mass organizations to “strengthen three qualities” and “eliminate four styles”,and drive the organizational reform efforts.In August,2016,the Central Communist Youth League announced the “China Communist Youth League Reform Plan”.All these official documents guide the overall deployment of Communist Youth League cadre education and training activities in the new era from the perspectives of “importance and urgency of the education and training”,“guiding principles and overall requirements”,“key training topics,main audience and training approaches” and “organization and leadership of the cadre education and training work”,all of which pose new requirements on education and training of Youth League cadres.On the basis of Chinese application of the human resource management theory and following the guiding principles of Central Party Committee and Central League Committee on planning and practices of Youth League cadre education and training,this thesis examines the current practices and existing issues in Youth League cadre education and training,particularly in Inner Mongolia.On such a basis,the author hopes to explore ways from the perspectives of training requirements,training objectives,training implementation and training evaluation to reform and innovate in training content and training approaches and methods,so to bring forward new ideas to improve training quality and efficiency.This thesis adopts the following research approaches,including literature research,comprehensive analysis and experience summarization,to analyze the current practices of cadre education and training,with focuses on the primary Communist Youth League training organization in Inner Mongolia Autonomous Region,i.e.Inner Mongolia Communist Youth League School.It also discusses some of the new requirements Central Party Committee and Central League Committee put forward from the perspectives of training needs,training objectives,training implementation and training evaluation.Finally,the author proposes to improve the cadre education and training in four areas,including “fully analyze training needs”,“specifically establish training objectives”,“innovate training implementation” and “thoroughly conduct training evaluation”.The author works at the Inner Mongolia Communist Youth League School and has relatively sufficient observation and understanding of the autonomous region's cadre education and training efforts.While gaining experience at work,the author realized that the current Youth League cadre education and training practices needs to innovate and embrace new requirements and challenges.After several years of MPA study,the author now has a better understanding of public administration theories and particularly human resources management theories.With this thesis,it is the author's sincere hope to dive into the requirements on Youth League cadre education and training in the new era and propose practical solutions and suggestions and provide reference and guidance to future cadre training work.
