Under the background of China's new normal economy and structural reform,the upgrading of industrial structure and the development of modern service industry are particularly important.Producer services industry is the most important one in modern service industry,and it is also the industry sector to promote the upgrading of industrial structure.In this context,this paper studies the impact of government and transaction costs on the development of producer services.For the development of producer services,this paper discusses the agglomeration of producer services and the industrial structure supererogation.First of all,this paper carries on the preliminary descriptive statistics from the perspective of the overall characteristics,spatial characteristics and structural characteristics of producer services in china.Secondly,on the basis of the characteristics of the development of producer services,this paper analyzes the mechanism and path of government behavior and transaction costs on the development of producer services.On the basis of fact and theoretical analysis,the paper puts forward 4 hypotheses to be tested:Government behavior has a negative influence on agglomeration of producer services,but the relationship between government behavior and agglomeration may not be linear;The reduction of information transaction cost has a positive effect on the agglomeration of producer services;Government behavior has a negative influence on industrial structure supererogation The reduction of market transaction cost has a positive effect on the upgrading of the industrial structure.Thirdly,this paper uses the econometric method to test the above hypotheses,and divides them into the whole country,the eastern region and the middle and western regions respectively.The test of hypothesis 1 shows that there is a U type relationship between the government and producer services in the whole country and the middle and western regions,but the eastern part of the relationship between the two is not significant.Hypothesis2 has been confirmed in every models,that is,the reduction of information transaction costs will promote the agglomeration of producer services.The econometric result shows that the hypothesis3 is not significant,the government behavior has a promoting effect on industrial structure upgrading,this may be because the current producer service industry in China has strict restrictions on access,and the state-owned company play the major role,so the government's intervention in the economy can directly afTect the production services.Hypothesis4 is supported in the country and the middle and west models,which means that the reduction of market transaction costs will promote the industrial structure supererogation.Finally,based on the conclusion of the study,the paper point out that relaxing the access restrictions,reducing transaction costs,strengthening technological innovation,strengthening the connection between producer services and manufacturing are effective means to promote the development of producer services.
