A Study On Principal Agent Of Public Bicycle Service

The production and distribution of public goods are two critical links in its supply mode.In traditional supply mode of public goods,the producer and supplier of public goods is exclusively occupied by the public sector of government.However,due to the lack of external competition and internal professional management,it is quite difficult to reach an appealing effect for the government to serve both as producer and supplier.Taking the above into consideration,experts in new public management attempt to separate the producer and the supplier in the chain of public goods supply by the means of outsourcing—delegation and deputy,aiming to ensure the efficiency as well as the equity of distribution.Public bike is a typical case of outsourcing.Under the guidance of government,specialized private entities take the responsibility of the production and daily operation of public bikes.It is possible to ensure the service quality as well as the equity of service distribution.At present,the domestic research on public bicycle service are more concentrated in the first-tier cities,but considering the general development situation of Chinese cities,this article will focus on small and medium-sized cities successful public bicycle operation case,in case to find a worthy of extensive promotion.This thesis includes five parts: chapter one focuses on two main properties of public goods—non-competiveness and no excludability.Chapter two introduces mainly concerns on the delegation-deputy mode of public service and analyzes its problems and feasible precautions.Chapter three makes an analysis of the traits and current supply mode of public bikes,and analyzes the problems in this mode at length.The last chapter explores the reasons of success by probing into some successful cases of delegation-deputy mode of public bikes,and makes further exploration of the feasibility of widespread implementation of such a mode.
