A Research On Intergovernmental Collaborative Governance Of Haze In Beijing-tianjin-hebei Regions

In the winter of 2012,PM2.5-led haze weather enveloped most of China.Beijing-Tianjin-Hebei is a region where haze pollution is more serious.In Beijing and other regions,PM2.5 real-timeconcentration has more than 1000?g/ m~3.Although Beijing,Tianjin and Hebei in the Olympic Games,APEC meetings and parades and other large-scale activities during the haze pollution weather has been a certain period of time within the control and governance,But there are local governments from their own point of view of the governance philosophy.This starting point to cause the three in the haze governance there is a certain "poor interest." The intergovernmental co-governance of haze in Beijing-Tianjin-Hebei region is still in the short-term attempt and formal project planning.There is a lack of cooperation among the governments in the haze management.With PM2.5,SO2 as the main component of the haze pollution in the Beijing-Tianjin-Hebei region to form cross-pollution,interaction,and a large proportion.The unbounded and spillover characteristics of haze pollution require regional governments to collaborate together.And the three governments to the region within the overall allocation of environmental resources,Improve and strengthen the joint control of air,joint prevention and control of the synergistic mechanism,third party pollution control.This paper chooses the intergovernmental synergetic research of Beijing-Tianjin-Hebei regional haze,and combs the literature on the inter-governmental co-governance in the haze region at home and abroad,defines the concept of haze and its composition,regional government and intergovernmental governance.This paper expounds the necessity of regional intergovernmental governance to solve the problem of haze in Beijing and Tianjin.At the same time,based on the theory of co-governance and the theory of externalities,the author finds that the Beijing-Tianjin-Hebei region does not form a long-term cooperative governance on the basis of understanding the inter-governmental co-governance of the haze in Beijing-Tianjin-Hebeiregion.And then from the government there are self-interest tendencies,the traditional territorial governance model led to the policy fragmentation,governance haze pressure uneven pollution control standards lead to gaps and information sharing awareness and monitoring of technical resources development of four aspects of the problem revealed s reason.And from four angles to clarify the Beijing-Tianjin-Hebei regional haze intergovernmental governance approach to the path of governance,that is,in the unified planning to reconstruct the partnership type of regional haze collaborative governance organization operation mode,in the unified coordination to improve the three laws Policy linkage mechanism,in the unified standards on the implementation of three air environmental standards integrated control,in the unified monitoring of the region to improve the information sharing and monitoring mechanism.Through the research of this paper,I hope to be able to regional government cooperation to provide an objective and effective governance model,So that the Government should play its due role,with a view to other regions and even the country's haze governance benefit.
